Antonia Swinson Chief Executive The Scottish Social Enterprise Coalition Social enterprises trade goods and services in the market and reinvest their profits primarily into meeting social and environmental objectives. Through social ownership structures, they are accountable to their communities, whether of place or of interest. They change attitudes to employability by creating jobs in parts of the economy others cannot reach, notably people with disabilities and others commonly excluded from employment. They also give young people from rural communities the chance to have a viable future in their home areas. The Scottish Social Enterprise Coalition is the national collective voice for social enterprise in Scotland. We are a membership-led organisation, representing the needs and views of a wide range of social enterprises, emerging social enterprises, their networks and trade bodies. In a recent Third Sector Interim Research Briefing analysis, provided by the Scottish Council for Voluntary Organisations, the turnover for the Third Sector for Scotland was found to be 3.87bn. We would estimate that social enterprise contributes two thirds of that figure with approximately 3000 businesses providing a combined turnover of around 2.5bn including co-ops, housing associations, development trusts, social firms, and reycling businesses. Responses to Specific Questions 1.In preparing for the forthcoming reductions in the Scottish budget, how can public sector bodies best take service users views and needs into account? By consulting and involving people who use services at the earliest stage possible-months before potential cuts take place, not simply weeks. All engagement should occurbefore the public authority decides which services it will provide; they should not just seek views on how services should be provided in the aftermath. Further social enterprise must be represented on the Third Sector Interface and Local Economic Forums to feed in the views of the sector to local the Community Planning Partnerships (CPP). This process is designed to allow interested groups who would be affected by possible budget cuts to have their voices heard; this process must include social enterprise representation. 2.How can public service providers ensure that the most vulnerable groups do not unduly suffer from any budget reductions? Firstly the consultation process, referred to above, is central to understanding the needs in the local community. Without proper, and early, engagement with service users, and providers through the CPP, then public bodies are likely to make cuts that could prove devastating to service delivery. There must be provision to ensure full involvementin the consultation and co-production process. Nonetheless the reality of this process should provide the impetus for many organisations to engage in their own socially enterprising activity, allowing them to meet the needs of service users through independent funding streams. The funding and support made available by the Scottish Government has been a huge boost to the sector, there now is an opportunity available for previously grant funded organisation to develop their own trading income. Secondly the Scottish Government and indeed other public bodies should also examine the possibility of utilising Social Impact Bonds. These bonds are a means of channeling additional resources, private investment, into the third sector. Private investors are guaranteed a return on their investment if the third sector organisation has helped to tackle existing social problems in a measurable way. If the targets are not met then there is no return for the investor. Social Impact Bonds are a way of investing that aims to protect the investors capital, while providing a return if the project is successful. The reduced cost to public services and society could be enormous. For example a place in prison costs the state 40,000 each year. A project reducing recidivism could receive a proportion of the savings through a Social Impact Bond. The return on the bond to the private investor is determined by the success of the project. This means that more successful approaches will be better supported but this turn free up public money for other projects including supporting the most vulnerable of groups. Thirdly public bodies should seek to employ the expertise of the social enterprise sector in service design and delivery. Public service design by the third sector can bring significant benefits to public bodies organisations enter into equal partnerships and are focused the delivery of local authority Single Outcome Agreements. That is the basis of the relationship. If public bodies and third sector organisations are unable to define and agree on the shared values and outcomes, and the public sector simply dictates the terms without an understanding of the environment, then the contract won't be as effective. 3.Should any spending area be protected from real term cuts and, if so, what would the implications be for other areas of the public sector? Should there be an emphasis on seeking uniform efficiency savings, or are there particular bodies/ spending areas that should be targeted? Any new public service prioritisation strategy will undoubtedly lead to the loss of services in some areas and redevelopment in others. Reducing budget lines across the board or ring fencing one particular sector without detailed examination of effectiveness and need is economically illiterate, if at times politically preferable. Public bodes must examine what is absolutely required and wind down those programmes that are not necessary, at all times linking their priorities to the locally defined Single Outcome Agreements (SOA). If any sector is protected from cuts due to political concerns, rather than the need of services users, then the impact across the rest of public sector will be felt all the greater. The Coalition believes the approach should be first to identify, involving citizens, communities and partners,which services the public sector body should provide, then to identify how best to deliver that service (very possibly outsourcing to social enterprises and others services which are currently delivered 'in house') within the financial resources available to the public body and achieve the targets set out in their SOA. 4.How should the public sector best be organised to deliver the services for which it has responsibility and what barriers would have to be overcome to achieve this? What are the principles that should underpin any future strategic changes to the configuration of the Scottish public sector? In a time of reduced financial investment we must fundamentally challenge the way in which we deliver our public services. The last decade has seen unparalleled investment in public services; however, on the whole the improvements in outcomes and efficiencies achieved have failed to mirror the levels of investment. The underlying principle is that the public sector does not have to be the principal delivery vehicle for all public services in Scotland. The onus must shift from who is delivering the services to what level of service is being provided. The Third Sector in Scotland, in particular the Social Enterprise sector, which thrives with its independence from the state, often develops innovative and imaginative solution to social problems. Destroying the public sector monopoly in service provision across Scotland would allow third sector organisation to have greater opportunity to deliver public services and, the added value that these organisation deliver to the service users by strengthening social fabric, will lead to an added value for the public finances with savings being created across other budget lines (see box 1). Box 1:Case Study - Six Marys Place Six Mary's Place Guest House is a social firm based in Edinburgh. City of Edinburgh Council awarded Six Mary's Place a Mental Health Specific Grant. Estimated savings in mental health and support services in Edinburgh of over 420,000. Social Added Value per participant is almost 25,000 per annum for an investment of 3,500. For every 1 invested, almost 6 is returned in social added value. In its 2008 Action Plan for an Enterprising Third Sector, the Scottish Government identified Community Benefit clauses as a key element of its policy of developing a sustainable third sector. The Scottish Social Enterprise Coalition sees Community Benefit clauses as key to embedding social enterprises in public service delivery. Community Benefit clauses are social clauses that can be included in public contracts to deliver a wider public benefit. For example, a construction contract may stipulate an apprenticeship or employment element. Public bodies such as housing associations are increasingly using their spending power to add value for the communities and citizens they serve achieving added value through purchasing decisions and delivering on multiple outcomes. We very much welcome Glasgow City Councils adoption of Community Benefit clauses in its 2014 Commonwealth Games infrastructure procurement process, and the positive engagement of the private sector in sub contracting to social enterprises, in order to meet the clause requirements. We have been further encouraged by the Councils commitment to see Community Benefit clauses spread across the rest of the Councils procurement delivery. We believe that all public bodies should work to raise the profile of Community Benefit clauses, with a long term view of central and local government to allocate 10% of the value of all procurement contracts for Community Benefit clauses. 7.Have efficiency savings had an impact on the quality of public services? To what extent can efficiency savings continue to be made while maintaining current levels of service delivery? To most organisations the term "efficiency savings" is simply a euphemism for "cuts" and as such then clearly they have - and always have had an impact on services. Genuine efficiency savings require a change in approach the public service delivery. For example public bodies recognising the potential added value that social enterprise and other third sector organisations deliver, and to focus on the needs of the service users, not the service deliverer. One way of measuring the added value of the Social Enterprise Sector in delivering public services is through Social Return on Investment (SROI) which attaches a financial value to the social and environmental work of the organisation. The example below (see box 2) demonstrates the added value social enterprise can deliver to public bodies when delivery public services, there is a real need for public bodies to measure Social Return on Investment when procuring contracts. Box 2:SROI Case Study Fab Pad is a project run by Impact Arts. Fab Pad supports young homeless people to sustain new tenancies. By engaging young people in making their new environment a home there will be less chance of them becoming homeless. The SROI evaluation carried out on Feb Pad revealed that for every 1 invested by the government in support, 8.38 of social return was derived in reduced health care costs, reduced welfare benefits expenditure and reduced costs of repeat homelessness.  Further current local authoritytender form design does not allow for information inclusion on SROI rating, social enterprise status or ability to deliver on Single Outcome Agreement (SOA) indicators. A standard national form that allowed organisations to illustrate SROI rating and how they deliver on multiple SOA indicators would allow social enterprises the ability to demonstrate their added value and in turn allow public bodies to make cross budget efficiencies. 8.Have any improvements that have been made to the delivery of public services always been commensurate with the amount of funding that relevant delivery bodies have received? What is the best way of measuring the quality of public services and ensuring that this performance monitoring leads to improved service delivery? See Comments about the role of SROI at question 7. 11.Given reduced budgets, will the public sector have the capacity to deliver efficient public services while also responding to the longer-term challenge of demographic change? No, it won't unless it engages in more co-production/service design and delivery with the third sector and more Co operation within its own sector. The Scottish Government are developing 10 Public Social Partnership (PSP) pilots which are based upon the public sector andthird sectorworking together to design and deliver excellent public services. The main project report will be published in the summer of 2011 but the committee should be updated on lessons learned while the projects are progressing.
